COMMITTEE:                             Disarmament and International Security (DISEC)
TOPIC:                                      Ley Bala: Weapons Used by the Authorities in Marches
ROOM: 209

CHAIR: Rodríguez Cervantes Ana Karen y Rodríguez Ruiz José Roberto

Ley Bala is a law that allows armed forces to act against protesters, for the purpose of keeping order. Ley Bala only applies in Mexico, but other countries also allow this type of actions to be taken. According to many governments that support this, the use of legitimate force is a mechanism for the reinstatement of social stability and common order, as long as it is impossible to keep order any other way.
It has the purpose of "regulating the use of force to safeguard integrity, human rights and the well being of people."
The use of armed forces justifies itself under the following circumstances:
-To achieve the surrender of someone who resists the detention ordered by an authority, or after having broken a law or rule.
-To prevent illegal activities or conducts
-To defend issues of the law
-For legitimate defense

All around the world, protests turn violent when similar laws take place. These issue affects a large part of the world because the freedom of speech can no longer be safe. It is an important topic to discuss the possible consequences of laws of this kind, and which benefits it can bring to the international community. Should people be in danger when they advocate for what they believe in?
